Gunther expresses concerns to Gov. Cuomo

Aileen Gunther from the Assembly State Of New York has written to New York State Governor, Andrew Cuomo expressing her concerns regarding the Racing Purse Surcharge proposed in the 2011-2012 budget. Her letter is enclosed:

Dear Governor Cuomo,

As you may know, I represent the Monticello Raceway located in Sullivan County. Currently the track and adjacent racino operation are one of the largest employers in the county. As such, I want to address the concerns I have regarding the Racing Purse Surcharge proposed in your 2011-2012 Executive Budget.

Recently when asked about this proposal, I affirmed my belief that a "surcharge" is actually a tax. I was surprised about the inclusion of this tax in the Executive Budget since you have taken a firm stance in opposition to any new taxes this year. I support your goal of not raising taxes so therefore, I oppose the Racing Purse Surcharge.

The horsemen and women of New York State already support the state through taxation. Their industry is a part of our economy whether through the purchase of supplies from New York vendors or by providing employment. All of this adds up to a contribution of more than two billion dollars toward New York's GDP.

On a related note, I support the reorganization of Off Track Betting. I am sure there are other ways to provide the OTB experience which would be profitable. An example is the recently opened Belmont Café.

Mr. Governor, I do believe we have to continue supporting the horse racing industry. The proposed Surcharge will have a detrimental impact on the already struggling horsemen and breeders. I respectfully ask you to reconsider this proposed new tax.
