The Harness Racing Victoria Racing & Appeals Disciplinary Board (HRV RAD
Board) today considered a charge issued by HRV Stewards against registered
trainer-driver Dylan Marshall.
The charge related to a report from HRV Stewards where, during a routine
inspection of the stables of Mr Marshall on 14 May 2014, he had in his possession a
whip that had been modified by way of the addition of two lengths of plastic coated
wire attached to the tip.
Mr Marshall pleaded guilty to a charge under Australian Rules of Harness
Racing 213(b), which states that: "a person shall not have in his possession any
harness, gear, equipment, device, substance or any other thing capable of inflicting
suffering on a horse."
The HRV RAD Board imposed a fine of $1000 with $500 suspended for a period of
