The chief of racing operations for the New York State Racing and Wagering Board and former longtime Saratoga Raceway publicist Joseph Lynch died last weekend aged 64. Lynch was found in his home having succumbed to an apparent heart attack.
He was acknowledged as "the go to guy" for his institutional racing knowledge by those at the NYSR & WB and those in the racing business itself.
Lynch was always pleasant and accommodating to everyone who called upon his vast expertise to answer any question about racing regulations, statutory interpretation and any other question that could come up in the course of the years or decades of service he gave to our industry at the NYSR & WB.
It will be hard to replace Joe and he will be missed by all members of the NYSR & WB and especially by all the members of our association, and this industry, who will miss his kind face, wonderful demeanor and ease of accessibility to all of us in the industry whenever he was called upon.
