Wagering Board wants controlled cell areas

The New York State Racing and Wagering Board is requesting comments regarding the use of cellular telephones in the paddock. The Board plans to replace the current harness racing regulation with a new rule which will prohibit the use of any cell phones or devices that are capable of transmitting messages from in the paddock or receiving barn.

The devices may be used in the posted designated areas "Designated Cell Telephone Area" to be determined by the Paddock Judge.


The Board is suggesting adding two subdivisions to the harness sulky rule 4116.10; to require any sulky involved in accident will be tagged "Do Not Use" and must be inspected by the manufacturer or an authorized representative before being used in a race, qualifier or in training again.

The trainer must provide documentation of repairs with the Paddock Judge prior to the sulky being used. Mud fenders must be available and must be used when ordered by the presiding judge. Every Sulky shall be equipped with wheel discs of a solid color or transparent, no stripes or designs shall be permitted.

This rule is intended to provide assurance that the safety of the owner of the sulky and all others during racing, qualifying or training is held to a high standard.
