By Thursday Racing Victoria had finally and officially become a dysfunctional body by any definition. That morning David Moodie, head of the major owners' association, had called for the sacking of just about everyone in racing.

He even wanted the head of Dayle Brown, appointed to take up the duties of general manager of integrity services, before Brown assumes his role next month. Brown had been attacked inside and outside of Victorian Parliament for an indiscretion when he was a Victorian policeman in 1994.
